00 AM EasternDISTINGUISHING FEATURES OF WORK Position will typically hire at minimum pay and follow a step progression to maximum The Public Health Advisor will serve as a senior advisor and management coordinator of all departmental public health operations and program activities.
They will provide assistance to the Director of Public Health on all policies, activities, and operations in the management of public health activities.
The incumbent will serve as a leading authority and integrates knowledge and experience of public health programs and policies to provide guidance on cross-cutting procedural and multi-layered and multi-faceted policy issues to other components of the department and other governmental departments.
DUTIES AND RESPONSIBILITIES TYPICAL CLASS ESSENTIAL DUTIES:

Collaborate with the Director of Public Health to formulate strategic plans and goals for the department.
Assist in developing and implementing evidence-based public health policies, programs, and initiatives.
2.
Conduct research, analyze data, and identify public health needs to devise effective strategies.
Serve as department lead on cross-departmental priorities and asset mapping.
3.
Supervises staff to include:
prioritizing and assigning work; coordinating staff training; and supporting personnel procedures.
Provide dynamic leadership and guidance to department staff, fostering teamwork, professionalism, and excellence.
4.
Coordinate with other city departments, community organizations, and stakeholders to facilitate collaborative and integrated public health efforts.
5.
Champion policies and regulations that promote public health and address health disparities.
Engage community members, organizations, and stakeholders to identify health needs and priorities actively.
Cultivate partnerships and collaborations to mobilize community resources and garner support for public health initiatives.
6.
Evaluate the effectiveness of public health programs and interventions using appropriate evaluation methodologies.
Provide operational oversight for program implementation, ensuring adherence totimelines, objectives, and budgetary constraints.
Provide regular reports and updates on program outcomes and operational performance to the Director of Public Health and other stakeholders.
7.
Assist in developing and managing the department's budget, ensuring the efficient allocation of resources; support cross-departmental efforts tos eek external funding opportunities, such as grants and partnerships, to support public health programs and initiatives; Support finance efforts to monitor expenditures and financial performance to ensure compliance with regulations and guidelines.

Demonstrates regular and predictable attendance including attendance at required meetings; participates on committees as required.

KNOWLEDGE, SKILLS AND PHYSICAL REQUIREMENTS KNOWLEDGE:
Strong knowledge of public health principles, practices, and policies; Strategic planning, program development and implementation principles; Knowledge of emergency preparedness and response protocols in public health; Supervisory principles; Policy advocacy and community engagement strategy principles; Strong analytical and problem-solving abilities to assess community health needs and program effectiveness; Applicable federal, state, and local laws, rules, and regulations.
SKILLS:
Interpersonal skills, including the ability to maintain effective working relationships with business contacts, the general public, boards, consultants, and with employees at all levels of the organization; Proficiency in data analysis, evaluation methodologies, and evidence-based decision-making; Proficient in budget management, resource allocation, and grant writing; Demonstrated ability to work with minimal direction, with the ability to coordinate sophisticated activities; Managing multiple projects at once, providing administrative support, and creating systems that help people of various abilities to collaborate with ease.
PHYSICAL REQUIREMENTS:
Positions in this class typically require:
reaching, standing, walking, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time.
Walking and standing are required only occasionally.
EXPERIENCE AND TRAINING/LICENSING REQUIREMENTS TRAINING AND
Experience:
Bachelor's degree in Public Health, Environmental Sciences, Public Policy, Environmental Policy, Urban Planning, History, Economics, or other social science or interdisciplinary field and 3 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
