00 AM EasternDISTINGUISHING FEATURES OF WORK Position will typically hire at minimum pay and follow a step progression to maximum This position is responsible for planning, developing, implementing, and evaluating procurement and capital fund grant management.
Responsibilities may include serving as a project manager for projects initiated by the department; and supervising staff and contractors.
DUTIES AND RESPONSIBILITIES These duties are a representative sample; position assignments may vary.
Supervises staff to include:
prioritizing and assigning work; coordinating staff training; and supporting personnel procedures.
May supervise contractors.
Manages capital fund programs, including:
researching, developing, implementing, and evaluating capital fund programs.
Reviews federal, state, and local rules and regulations to ensure overall compliance of the program and related activities; develops and recommends comprehensive financial controls, guidelines, policies, and procedures.
Manages grant fiscal operations; Researches and coordinates funding for the maintenance and improvement of PHA properties; Prepares or supervises the preparation of applications for Federal or State grants; compiles and analyzes project and grant financial data.
Prepares special financial and accounting reports as required; develops, monitors, audits, and supervises program management reports; Assists in the preparation of the division budget and prepares portions of the City's Annual Report; responds timely to FOIA requests in accordance with State law and Dearborn Housing Commission policy.
Demonstrates regular and predictable attendance, including attendance at required meetings.

KNOWLEDGE, SKILLS AND PHYSICAL REQUIREMENTS KNOWLEDGE:
Procurement principles; Applicable federal, state, and local laws, rules, and regulations; Computers and related systems; Public Housing grants; Research and analysis principles; Methods of preparing plans and reports.
SKILLS:
Governmental accounting; Project management; Supervising staff; Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others sufficient to exchange or convey information and to receive work direction.
PHYSICAL REQUIREMENTS:
Positions in this class typically require:
standing, walking, feeling, talking, hearing, seeing, and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time.
Walking and standing are required only occasionally.
EXPERIENCE AND TRAINING/LICENSING REQUIREMENTS Bachelor's degree in Business Administration, Accounting, Materials Management or related field and 3 years of related experience; or, Associate's degree and 5 years of related experience; or, all required certification(s) and 5 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Master's Degree desirable.
