00 AM EasternDISTINGUISHING FEATURES OF WORK Position will typically hire at minimum pay and follow a step progression to maximum This position is responsible for leading the Behavioral Health Division of the City of Dearborn Department of Public Health, coordinating, evaluating, and managing organizational efforts in planning and implementing program activities within the behavioral and mental health setting.
The incumbent will design and launch programs while acting as advisor and technical resource on the principles and practices of planning, organizing, and supervising community mental health and/or substance use matters across the city and will oversee outreach to community members and stakeholders on matters of concern.
DUTIES AND RESPONSIBILITIES TYPICAL CLASS ESSENTIAL DUTIES:

)1.
Serves as lead city advisor on behavioral and mental health policies, programs, plans, and procedures, assisting citywide efforts such as community mental health programming, substance use programs, opioid use programs, and strategic planning where behavioral and mental health matters are concerned.

Serves as key city representative on all matters of behavioral health and quality.
Manages relations with key stakeholders such as schools, community nonprofits, county, state, and federal contacts, universities,thinktanks and research organizations, faith communities, regulatory bodies, and others in the realm of behavioral health.
3.
Primary DPH liasion to city departments and to regional and state partners on behavioral health programs and priorities; researches and tracks latest policy trends and best practices.
Leads policy formulation related to behavioral health, community mental health, and substance use programs.
4.
Manages and directs newly established Behavioral Health Commission and Youth Advisory Council.
Manages Summer Fellowship Program which includes recruiting fellows and developing and coordinating training and public information efforts to increase environmentally sustainable efforts throughout Dearborn.
5.
Designs, plans, and launches innovative and evidence-based behavioral health and community mental health programs to improve the health and wellbeing of Dearborn.
Monitors, measures, and reports program performance related to behavioral health priorities and creates public communication products to articulate program benefits, enrollment criteria, and implementation details.

Conducts Health Impact Assessment on proposed and existing mental health programming; conducts Behavioral and Community Mental Health Impact Scan on proposed and existing City-wide projects and initiatives.

Attends community meetings and forums where behavioral health concerns are concerned.
Meets with residents on matters related to community mental health and other behavioral health concerns; staffs DPHDirector in community health forums and settings; fields and tracks mental health inquiries from the public and develops follow-up protocols; leads interactive community forums with the Dearborn public on issuesrelated to behavioral health.

Demonstrates regular and predictable attendance including attendance at required meetings; participates on committees as required.

KNOWLEDGE, SKILLS AND PHYSICAL REQUIREMENTS KNOWLEDGE:
Behavioral health principles and their impact on health outcomes; Knowledge and experience in the social aspects, attitudes, characteristics, and behaviors of mental illness and emotional disturbances and/or substance use disorder; The principles and practices of planning, organizing and supervising community mental health and/or substance abuse programs; Current developments in the field of community mental health and/or substance abuse and an awareness of community resources available to mental health and/or substance abuse programs; Research, policy development, and report writing principles; Supervisory principles; Customer service principles; Applicable federal, state, and local laws, rules, and regulations.

PHYSICAL REQUIREMENTS:
Positions in this class typically require:
reaching, standing, walking, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time.
Walking and standing are required only occasionally.
EXPERIENCE AND TRAINING/LICENSING REQUIREMENTS TRAINING AND
Experience:
Bachelor's degree in Public Health, Environmental Sciences, Public Policy, Environmental Policy, Urban Planning, History, Economics, or other social science or interdisciplinary field and 3 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
